Melton South Structure Plan
Melton City Council commenced the Melton South Structure Plan project in early 2018. Three technical documents and an overarching Background Report were developed to identify key issues within the study area. Council then consulted the community and stakeholders on these documents in November and December 2018. Feedback received has been captured in a detailed Consultation Report(PDF, 8MB) .
In late 2018, the Victorian Government announced funding to support detailed planning and design work for the Western Rail Plan. This planning work will ultimately deliver the separation of regional and metropolitan services on the Ballarat line and will support the future electrification of the rail line to Melton. This project is likely to affect the Melton Station precinct and is expected to influence crucial, longer term infrastructure issues within the vicinity. The Victorian Government has announced funding for the removal of the Coburns Road and Exford Road level crossings and the construction of a new modern and accessible Melton Railway Station. Whilst the planning work for the Western Rail Plan and Level Crossing Removals are being undertaken, Council has decided to place the preparation of the Melton South Structure Plan on hold. As the Victorian Government’s long term vision for Melton Station becomes more definitive, Council will be able to consider recommencing the Melton South Structure Plan project. Importantly, all consultation feedback provided by the community has been recorded and will be retained for future reference.

What is a Structure Plan?
A structure plan is a detailed planning and design document that will guide the development of Melton South into the future. The structure plan will deal with existing and future land use, the transport networks, and the public places including roads and parks.
The structure plan, when approved, will provide the framework for assessing planning permit applications, and will assist Council in determining what works should be prioritised to enhance Council assets, such as roads, parks and community buildings.
