Pre Application
Planning Pre Application Advice
Council encourages developers and their consultants to undertake pre application discussions with its Major Developments team prior to lodging a planning application.
Council's Planning Officer will determine what other areas of Council will need to be involved and organise for these officers to attend any meetings, and coordinate an integrated response.
The Pre Application process includes the following steps:
Step 1: Applicant submits online pre application form for advice.
Please note:
- before submitting a Planning pre application online you will need to register. Once you have registered you can Login and complete your application (please do not email or post a copy of your application if submitting online)
- if your property has titled within the last seven days, you may be unable to lodge your application.

*Note: all required documents such as: up to date Copy of Title, Proposal, Concept Plan and General Layout Plans must be provided/attached in the online form.
Step 2: Council Planning Officer reviews the submitted pre application documentation.
Step 3: Council Officer contacts the applicant and organises a pre application meeting at Council.
*Note: Council Planning Officer may take up to 10 business days to organise the pre application meeting.
Step 4: Meeting takes place with applicant and relevant Council Officers.
Step 5: Following the pre application meeting a Council Officer will provide formal written advice on the proposal to the applicant.
*Note: after the pre application meeting, it may take up to 15 business days to finalise the formal written advice, which will be sent to the email address provided in the submitted pre application form.

- Locality Plan
- Concept Plan
- Initial Assessment against PSP or Planning Scheme/PP
- NV Assessment / Ecological Assessment
