This page enables developers and consultants to have easier access to Council’s requirements for Estate Subdivisions.

The six key stages below include relevant links, forms and information to enable a smooth process from start to finish.

Council is committed to proactively working with developers and their consultants to facilitate attractive, functional and sustainable urban development.  To achieve this it is critical to have early discussions with Council regarding the vision for the development site, addressing issues such as urban design, staging, landscaping, delivery of key infrastructure, drainage, protection of environmental and heritage features, on site advertising etc.  It is important that any specific issues can be addressed early to allow for timely resolution.

Council has adopted a project management approach in dealing with major developments, including estate subdivisions.  A project manager (planner) will be allocated to a project and has responsibility for coordinating all engagement with and feedback from Council.

Pre Application

Pre-Application Stage is the stage prior to lodging a planning application for subdivision. Follow the steps within this page for a faster Planning application process.

Planning

Planning stage includes submitting a Planning Permit Application to Council for the proposed works. Within this page is a checklist which will normally need to accompany the planning application.

Design

Design stage commences once the Planning Permit has been endorsed, Functional Layout Plans approved and Plan of Subdivision has been certified. The Design Plans can then be submitted for approval.

Pre Construction

Pre Construction stage breaks down the documentation that may be required as set out in your planning permit.

Construction

Construction may commence once the planning permit is issued, detailed design plans have been approved by Council and pre-commencement requirements have been met.

Post Construction

The Post Construction stage involves DCP/Compliance, Maintenance and returning of bonds.
